New rules in College Bball—The biggest change for the men will be the five-fewer seconds put on the shot clock during each possession. The prevailing thought behind shorter possessions is that teams will – in turn – have more possessions and therefore more opportunities to score. According to the NCAA, this is the second time the shot clock has been adjusted, and first since moving the time back from 45 seconds to 35 prior to the 1993-94 season.
This change, coupled with several minor changes to media timeouts, team timeouts, and the amount of time allowed between the replacement of a player who has fouled out, are all aimed at “reducing inaction,” the NCAA said.
The restricted area underneath the basket has also been expanded to four feet – out from the original three feet – after a successful experiment during the 2015 NCAA National Invitational Tournament, the press release stated.
Smaller rules changes listed in the report included: an increased ability for officials to use replay monitors to determine shot clock violations, technical foul severity, and fake fouls; as well as, the elimination of the prohibition of dunking during warm-ups and technical fouls being assessed for hanging on rims after in-game dunks.
